Essex & London Property Management Group Limited (trading as Housing Placements) is committed to maintaining the highest standards of health and safety across all properties in our portfolio and in all aspects of our business operations. This policy sets out our approach to managing health and safety risks and our obligations under the Health and Safety at Work etc. Act 1974 and associated legislation.

1. Statement of Intent

It is the policy of Essex & London Property Management Group Limited to ensure, so far as is reasonably practicable, the health, safety, and welfare of all persons who may be affected by our activities — including tenants, landlords, local authority housing officers, contractors, and employees.

2. Property Safety Standards

All properties in our portfolio are maintained to the following minimum safety standards before any tenancy commences and throughout the duration of the tenancy:

  • Annual Gas Safety Certificate (CP12) carried out by a Gas Safe registered engineer.
  • Electrical Installation Condition Report (EICR) carried out by a qualified electrician — valid for up to 5 years.
  • Energy Performance Certificate (EPC) — minimum Band E.
  • Working smoke alarms on every floor of the property.
  • Carbon monoxide alarms in all rooms with solid fuel burning appliances.
  • Fire risk assessment for HMO properties, including fire doors and emergency lighting where required.
  • Legionella risk assessment for the water system.
  • All certificates are maintained and renewed before expiry.

3. Maintenance and Repairs

We operate a responsive maintenance service for all properties in our portfolio. Tenants can report maintenance issues directly to our team, and we aim to respond to urgent safety issues within 24 hours and non-urgent repairs within 5 working days. All maintenance work is carried out by qualified, insured contractors.

4. HMO Properties

For Houses in Multiple Occupation (HMOs), we ensure compliance with all additional licensing and safety requirements, including mandatory HMO licences, enhanced fire safety measures, adequate facilities for the number of occupants, and regular inspections.

5. Contractor Safety

All contractors working on our properties are required to hold appropriate qualifications, registrations, and insurance. We verify contractor credentials before engagement and require evidence of public liability insurance and any relevant trade registrations (e.g., Gas Safe, NICEIC).

6. Risk Assessment

We conduct risk assessments for all properties before they are added to our portfolio and on a regular basis thereafter. Risk assessments cover fire safety, electrical safety, gas safety, water safety, structural condition, and any specific hazards identified during inspection.

7. Reporting Hazards

Tenants, local authority housing officers, and any other person who identifies a health or safety hazard in one of our properties should report it to us immediately using the contact details below. We will investigate all reported hazards promptly and take appropriate action.

8. Review

This policy is reviewed annually and updated as necessary to reflect changes in legislation, guidance, and best practice. The directors of Essex & London Property Management Group Limited are responsible for ensuring this policy is implemented and maintained.
